The second flaw, Smith wrote, is the concern with the tactics used by the terrorists on September 11th; [but] the 2001 attack was not a failure of airport security. It was a failure of national security — a breakdown of communication and oversight at the FBI and CIA levels, he said. As to the restrictions on liquids and gels, he quoted Thomas Greene, a security expert, “The notion that explosives can be cooked up in an airplane lavatory is pure fiction.
